Optimal health: a critical success indicator of the vision statement of Rosario Batangas

THE MUNICIPALITY OF ROSARIO BATANGAS has a vision statement with both "outward-looking" and "inward-looking" components, ten vision elements, and 25 success indicators. However, the Comprehensive Land Use Plan (CLUP) 2016-2-2030, Comprehensive Development Plan (CDP) 2016-2025, and Executive-Legislative Agenda (ELA) of 2020-2022 and 2022-2025 iterations do not provide clear descriptions of these elements. Therefore, we will present our interpretation of these vision elements in a series of posts, using the 17 Sustainable Development Goals (SDGs) 2030, Philippine Development Plan (PDP) 2023-2028, and CALABARZON Regional Development Plan (RDP): 2017-2022 Midterm Update as a guide. Our goal is to show how achieving these vision elements can improve the lives of the people of Rosario and lead to prosperity. This post marks the second of a 25-part series.

IN ROSARIO, ACHIEVING OPTIMAL HEALTH can lead to various positive outcomes. Healthy citizens are more productive, better educated, and can contribute more to the local economy. Moreover, healthy individuals are more resilient in times of crisis, such as natural disasters or pandemics, which can help mitigate the impact of such events on the community.

The current state of health services and sanitation in the locality is acceptable, with improvements made in the Office on Health Services – Rural Health Units (OHS-RHU) structure and services over the past two decades. The three existing Rural Health Units, located in Poblacion B (RHU-I), Barangay Alupay (RHU-II), and Barangay Calantas (RHU-III), are staffed with doctors, public health nurses, midwives, and sanitary inspectors. 

However, these facilities are still insufficient to meet the medical needs of the populace, and there remains a gap in achieving the ideal health personnel-to-population ratio. Nevertheless, the health service delivery may still be considered effective, with medical staff from the RHUs providing regular services such as an expanded program on immunizations, maternal and childcare, and management of simple medical conditions.

Daily health services are provided by trained barangay health workers (BHWs), who perform tasks such as vital signs taking and first aid due to insufficient manpower. In addition, there are government and private secondary hospitals in the municipality, as well as medical, maternity, and dental clinics and pharmacies, which provide subspecialty services for better patient management and care.

However, with a growing population up to 2030, there will be a need for additional facilities, including at least 12 barangay health stations (BHS), to adequately meet the demands for health services.

To achieve optimal health, we need to focus on various aspects, including access to healthcare, clean water and sanitation, proper nutrition, and physical activity. By incorporating these elements into the overall vision for Rosario, we can create a community that fosters healthy living and sustainable development.

To illustrate this point, let us consider some specific actions that can be taken in line with the SDGs, PDP, and RDP. For instance, the SDG 6 aims to ensure access to clean water and sanitation for all. By improving the water supply and sanitation infrastructure in Rosario, we can prevent water-borne diseases and improve the overall health of the population. Additionally, the PDP emphasizes the importance of expanding the health workforce and improving access to primary care services, which can help address the gaps in the current healthcare system.

WE BELIEVE that optimal health is a critical success indicator of the vision statement of Rosario, Batangas, Philippines. By aligning our actions with the SDGs, PDP, and RDP, we can create a community that prioritizes health and well-being, leading to overall prosperity and sustainable development. Let us work together towards a healthy and thriving Rosario.
